The Background
In 2024, Procter Contracts was commissioned by Cwm Taf Morgannwg Health Board to improve the safety of exposed hospital stairwells at a mental health unit. The stairwells posed several risks, including attempted suicides, unsafe surfaces in bad weather, and misuse as smoking areas.
The Health Board required a solution that would:

Prevent opportunities for self-harm or suicide attempts

Improve security and safety without impeding emergency exits

Remain independent of the existing building structure

Deliver within tight NHS timescales
The Challenge
The stairwell was a self-supporting, floating structure built on a concrete pad. Any new design had to avoid overstressing the foundations while still providing complete enclosure. Additionally, the exposed location meant surfaces were slippery and unsafe during poor weather, and the open design created opportunities for climbing or jumping.
The Health Board needed a contractor capable of handling the full package — design, structural calculations, manufacture, and installation — while ensuring compliance with NHS and external safety requirements.
The Solution
Procter Contracts engineered a bespoke screening system by extending the existing support frames and fitting modular perforated cladding with a powder-coated galvanised steel finish. The cladding and roof design eliminated climbing or falling risks, while its perforated pattern reduced wind loading and allowed natural light to enter the stairwells.

The Result or Feedback
The new stairwell screening achieved all objectives, significantly improving safety while maintaining the structure’s emergency exit function. The installation was completed on time and within budget, to the full satisfaction of the Health Board.
